The NDSF believes that the State must be the main agent to promote the

reform,/ Its functions and methods in influencing the economic process will, of course, need modifications - some of the means of control Hh} exercised now being replaced by new ones. /It is well known that in countries with powerfully developed market economies, the state is deeply involved in the economic process - for example the co-

ordination departments in Sweden and the planning commissions in

France.

The crisis that is striking the authority, influence and power of the

State before the mechanisms of the market economy are in place (eg Hott real prices, competition, supply and demand, the free market, etc)

creates a vacuum hastily filled by social and economic chaos. J

The NDSF believes that the replacement of the State’s functions with g ¢

new specific instruments created by the market economy is a long

process, which has to be led carefully./Nowhere in the world is the State a passive spectator to the economic process. f

Therefore, the role and functions of public administration will be

established as follows:

Market economy and privatization

The NDSF is truly aware of the fact that a dynamic market economy is

the only way to get rid of the hypercentralized system and to create

economic growth, based on the efficiency and reward it promotes./ The market economy promotes a system within which centralism and

administrative command are excluded as agents of suppression over the

free initiative and free action of objective rules in the production and

circulation of merchandise. /We recognize that the rule of evaluation,

the competition, the balance of supply and demand, prices and interests

are natural motivations which powerfully stimulate technical, material

and human potential in society, leading to balanced development and a

decent standard of ie,

Free management of commercial companies, free contract

relationships, and overcoming of bureaucratic barriers feed neoliberal

systems in the economy, without neglecting the state's involvement in

the economic process, give life and multiply the ways of development,

generally stimulating creativeness and initiative by economic agents.
